Transition arrangements
Fee relief ends on 30 June 2022
From 1 July 2022, fee relief measures introduced by the Australian Government to lift financial pressure on providers impacted by the COVID 19 pandemic will come to an end.
If you are an ELICOS-only provider, fee relief will continue until 31 December 2022. Learn more about ELICOS-only fee relief.
The below information details transition arrangements for applications and regulatory activity, as ASQA implements full cost recovery on 1 July 2022.
VET and ESOS applications
Fees and charges are not applicable for the below applications, if they are lodged on or before 30 June 2022. This includes charges resulting from performance monitoring activities to determine the outcome of your application.
Applications included:
- RTO change of scope applications
- RTO renewal registration applications
- ESOS renewal registration application
- ESOS change of scope applications
- applications for internal review
- applications for reassessment
Note: RTO and ESOS initial registration applications were not included in the Australian Government’s fee relief for providers. We continue to invoice for these applications.
If you lodge an application on or after 1 July 2022, we will invoice your application as outlined in the guide to fees and charges webpage.
Performance monitoring charges
Charges are not applicable for performance monitoring activities that commence on or before 30 June 2022 or commence as a result of an application lodged on or before 30 June 2022.
This includes performance monitoring activities, not linked to an application, such as a compliance audit or complaint investigation.
All other performance monitoring activities commenced on or after 1 July 2022 will be subject to fees and charges outlined in our guide to fees and charges.
Course Accreditation applications
Fees are not applicable for RTOs or accredited course owners if the below applications are lodged on or before 30 June 2022:
- VET Course Concept – initial accreditation
- Application for course accreditation (initial)
- VET accredited course - intention to renew accreditation
- Application for course accreditation (renewal)
If you lodge your application on or after 1 July 2022, your application will be subject to fees and charges.
Note: VET fee relief does not apply to organisations that are not an RTO or an existing accredited course owner and we will continue to invoice VET course concept applications and applications for course accreditation (initial) submitted by these organisations.

For ELICOS-only providers, an invoice will be issued automatically in July 2022, and ASQA will issue you with a credit note. Read more on the extension of fee relief for ELICOS-only providers.
