Training and Education (TAE) training package delivery
If your RTO has had the superseded TAE40110 Certificate IV in Training and Assessment or TAE50111 Diploma of Vocational Education and Training on scope in the previous 12 months, it must provide evidence of independent validation of these TAE Training Package products.
Applicants must provide evidence that all resources are available to deliver the training products for which they have applied. The resources used must comply with all specific requirements of the TAE Training Package. Any gaps in the resources purchased must be addressed. Applicants must provide all resources—whether developed in-house or commercially purchased—for any of the requested units of competency as outlined in item 3 of the evidence requirements.
All RTOs must meet additional evidence requirements when applying to add any of the following Training and Education (TAE) Training Package products to their registration:
- TAE40122 Certificate IV in Training and Assessment
- TAE50122 Diploma of Vocational Education and Training
- TAESS00019 Assessor Skill Set*
- TAESS00032 Advanced Assessment Skill Set*
* ASQA does not register RTOs for skill sets. RTOs must register for individual units explicitly if they don’t have implicit unit registration courtesy of qualifications on scope.
RTOs must meet and provide the additional evidence requirements when applying to add a unit from the TAE training package to your scope of registration.
Item 2 of ASQA’s evidence requirements requires you to provide evidence relating to the training and assessment strategies for each TAE Training Package products applied for.
This evidence must identify:
- where training and/or assessment is—or will be—provided by a third party, and
- how your RTO ensures training and assessment provided by the third party meets the requirements of the Standards for Registered Training Organisations 2015.
Reflecting the critical role the TAE training package plays in assuring quality in the VET sector, ASQA is implementing stronger evidence requirements for TAE Training Package training products from April 2016. The assessment of the evidence provided can take some time. ASQA is also likely to undertake further regulatory review—including performance assessments (audits)—of RTOs that apply for these qualifications in some cases.
If a performance assessment is required, an application to change scope of registration may take up to six months.
When undertaking business planning, please take into account the possibility that ASQA may undertake further regulatory review—including a performance assessment—in relation to any application to add training products to your scope of registration.
After two years of RTO registration, you may apply to add TAE Training Package products to your RTO’s scope of registration.
When applying for the TAE Training Package products for the first time you must provide evidence that trainers and assessors are employed or contracted by the organisation to deliver the training products applied for, and these trainers and assessors have the skills and qualifications required by the Standards for Registered Training Organisations (RTOs) 2015 to provide training and assessment to students undertaking this qualification.

After two years of RTO registration, you may apply to add TAE Training Package products to your RTO’s scope of registration.
RTOs can apply to add the TAE Training Package products to their scope of registration when they have not issued AQF qualifications or statements of attainments in the last six months.
However, the change to scope application must include an explanation of the reason why the RTO is unable to supply the details of the issuance of any AQF qualifications or statements of attainment in the last six months and the application must still include all the remaining evidence outlined on ASQA’s website.

Where TAE Training package units of competency are named core or elective units in a qualification from other training packages, RTOs are not required to independently validate the TAE units of competency when validating the qualification.
The Standards for RTOs require to deliver any AQF qualification or assessor skill set from the TAE training package, the RTO must have undergone an independent validation.
Units of competency or other skill sets in the Training and Education package are not subject to the requirements of Clause 1.25, only the whole AQF qualification/s or the Assessor Skill Sets listed in Schedule 2 of the Standards for RTOs.

An extended transition period has been granted for the following qualifications:
- TAE40116 Certificate IV in Training and Assessment
- TAE50116 Diploma of Vocational Education and Training
- TAE50216 Diploma of Training Design and Development
These qualifications will remain on ASQA-registered RTOs' scope of registration until the end of the extended transition period on 9 December 2024, unless the RTO chooses to withdraw it from scope prior.
