Transition of training products
Clause 1.26(d) of the Standards for RTOs 2015 states that an RTO must not allow a new learner to ‘commence training and assessment in a training product that has been removed or deleted from the National Register’.
The Standards do not prevent RTOs from charging a fee to transition a learner to a new training product.
However, prior to enrolment or the commencement of training and assessment, an RTO must have provided this and all other relevant fee information to a learner.
The revised Standards do not provide a teach-out period.
However, there may be instances when ASQA determines that exceptional circumstances apply to a certain cohort of learners, which justify delivery beyond the allowable timeframes. One such example might be where apprenticeship arrangements necessitate delivery beyond the allowable timeframes.
In this case, ASQA will publish this information on its website. The published exemption will apply to any RTO, but only for delivery to a learner whose enrolment matches the identified criteria.
