ASQA cancels registration of Australian Vocational Learning Institute

The Australian Skills Quality Authority (ASQA) today announced that it had cancelled the registration of Australian Vocational Learning Institute (AVLI, RTO number 21289).

ASQA Chief Commissioner Mark Paterson said the decision to cancel the training provider’s registration was taken following an extensive investigation which included interviews with students.

“ASQA began an investigation into AVLI in January 2016 as part of its 2016 VET FEE-HELP regulatory strategy,” Mr Paterson said.

“The investigation was undertaken in collaboration with the Australian Government Department of Education and Training, and with assistance from the Australian Competition and Consumer Commission and the Queensland Office of Fair Trading.”

ASQA’s investigation found non-compliance with the requirements of the VET Quality Framework including with:

• the marketing, recruitment and enrolment practices undertaken by AVLI and brokers operating on behalf of AVLI;
• the determination and provision of support services to assist learners in their studies; and
• the sufficiency of trainers and assessors used by AVLI to deliver courses.

ASQA’s decision will take effect from 20 March 2017 unless the provider seeks a review of ASQA’s decision in the Administrative Appeals Tribunal (AAT).

AVLI is the third training provider to have its registration cancelled following scrutiny as part of ASQA’s 2016 VET FEE-HELP regulatory strategy, the others being ASCET Institute of Technology (RTO number 20770) and Smart City Vocational College Pty Ltd (RTO number 6494). Both providers have applied to the Administrative Appeals Tribunal for a review of ASQA’s decision. Smart City Vocational College has been granted a stay of the decision pending the outcome of the review on the conditions that it not advertise for new students and not accept new enrolments.
