Review of the Standards for RTOs

As part of the national skills reform agenda, the Department of Education, Skills and Employment’s Quality Reforms consultation includes a review of the Standards for Registered Training Organisations (RTOs) 2015 (the Standards).
A key focus of Quality Reforms is to strengthen the Standards to improve clarity, and to ensure they are focused on outcomes for learners and employers.
Feedback from the sector has shown that changes are likely to be required to ensure that:
- gaps and duplication are addressed
- the Standards and requirements are clear and support consistent interpretation by both the sector and the regulator
- the Standards give providers a clear understanding of what a quality outcome is, rather than being driven by inputs and processes
- the minimum level of quality for RTOs to operate in the sector is sufficient and delivers positive outcomes for learners.
The Department of Education, Skills and Employment expects to release a draft revised set of Standards early in 2022. More background on the Skills reform consultation can be found on skillsreform.gov.au.
