Transitioning to the revised standards
Providers should consider the revised Standards in the context of their organisation and start planning for their transition to these. In this context, providers should also consider any potential interactions with ASQA in 2025.
The information below provides guidance to organisations that are considering applying for initial RTO registration and RTOs that may be seeking renewal of registration or considering applying for change of scope in 2025.
Submitting an initial RTO registration application
Any initial RTO registration applications submitted on or after 1 May 2025 will be required to demonstrate compliance with the revised Standards.
If an initial RTO registration application is submitted prior to 1 May 2025, providers may be required to submit additional evidence to demonstrate compliance with the revised Standards. ASQA will communicate with providers directly if they are required to submit additional evidence.
Submitting a change RTO scope or renew RTO registration application
Any applications to change RTO scope or renew RTO registration submitted prior to 1 July 2025 will be required to demonstrate compliance against the Standards for RTOs 2015. If an application made prior to 1 July 2025 is not processed before this date, providers may be required to submit additional evidence to demonstrate compliance with the revised Standards. ASQA will communicate with providers directly if they are required to submit additional evidence.
Any applications to change RTO scope or renew RTO registration submitted after 1 July 2025 will be required to demonstrate compliance against the revised Standards.
Note: Providers can submit an application to renew RTO registration up to 12 months before their registration expires but if a provider’s registration is set to expire after 1 July 2025, they should be prepared to demonstrate compliance with the revised Standards.
Regulatory activities in 2025
Providers are required to demonstrate compliance against the Standards in effect at the time a decision is made. If providers are subject to regulatory activity (such as a performance assessment (audit) against the Standards for RTOs 2015 and it continues after 1 July 2025, providers will be required to submit additional evidence against the revised Standards.
ASQA will communicate with providers directly if they are required to submit additional evidence.
