Extended transition period: 10 TLILIC units

In some cases, ASQA is empowered to approve transition periods longer than those detailed in Clauses 1.26 (a), (b) and (c) of the Standards for Registered Training Organisations 2015.

In accordance with the General Direction – Learner transition, ASQA will only consider applications for a longer transition period where it can be demonstrated that there would be genuine disadvantage to a cohort of learners if such an extension was not approved.

Where ASQA has approved an extended transition period, that arrangement applies to all RTOs delivering the specific training product to the identified learner cohort (e.g., plumbing apprentices in a specific jurisdiction where the qualification has been superseded), regardless of who made the application.

In December 2021, ASQA notified stakeholders of a decision to shorten the transition period for 9 High-Risk Work Licence (HRWL) crane units of competency to 28 February 2022. This decision was made based on the available information at the time.

On Friday, 25 February ASQA received a request to extend the transition period for these units by 3 months until 31 May 2022. After considering the information available and engaging as quickly as possible with key stakeholders, ASQA has agreed to extend the transition period for the following units of competency until 31 May 2022.

  • TLILIC0002 & TLILIC0012 Licence to operate a vehicle loading crane (capacity 10 metre tonnes and above)
  • TLILIC0006 Licence to operate a bridge and gantry crane
  • TLILIC0007 Licence to operate a derrick crane
  • TLILIC0008 Licence to operate a non-slewing mobile crane (greater than 3 tonnes capacity)
  • TLILIC0009 Licence to operate a portal boom crane
  • TLILIC0010 Licence to operate a slewing mobile crane (up to 20 tonnes)
  • TLILIC0013 Licence to operate a slewing mobile crane (up to 60 tonnes)
  • TLILIC0014 Licence to operate a slewing mobile crane (up to 100 Tonnes)
  • TLILIC0015 Licence to operate a slewing mobile crane (over 100 Tonnes)

This extension is granted to all registered training organisations (RTOs) delivering the units listedThe decision extends the transition period for these RTOs to continue training assessment and to issue Australian Qualifications Framework (AQF) certification.

The units listed above will remain on relevant RTOs scope of registration until the end of the extended transition period, unless withdrawn from scope prior. ASQA will publish this decision on its website.
