Delivery of TAELLN411 as a stand-alone unit

Registered training organisations (RTOs) and their peak representative groups have recently sought advice from ASQA about the delivery of the unit of competency TAELLN411 (Address Adult Language, Literacy and Numeracy Skills) as a stand-alone skill set.

ASQA's fact sheet – Delivering elective units – provides information about RTOs’ obligations when including elective units in their packaging of full Australian Qualification Framework (AQF) qualifications. The fact sheet also advises that an RTO can only deliver a unit as a stand-alone skill set, resulting in issuance of a statement of attainment, if:

it has the unit explicitly on its scope or
it has a full AQF qualification on its scope and the qualification includes the unit in its packaging rules as a core unit, or
it has a full AQF qualification on its scope and the qualification includes the unit in its packaging rules as a ‘named’ elective unit. (That is, in the packaging rules for the qualification, the unit is listed by both national code and name as a unit that may be delivered as an elective.)

TAELLN411 is not endorsed within the TAE10 (Training and Education training package), and cannot be imported into any TAE10 qualification delivery program.

TAELLN411 supersedes and is equivalent to TAELLN401A (Address Adult Language, Literacy and Numeracy Skills) which is a ‘named’ elective in TAE40110. Until the Certificate IV program is revised, providers wishing to include an LLN unit into their Certificate IV program must use TAELLN401A.

Further, TAELLN411 cannot be delivered within TAE40110 as an ‘unnamed’ elective unit as the qualification packaging rules state ‘where a unit is chosen from another currently endorsed Training Package or accredited course, it must be from a qualification or course at Certificate III level or above’. As TAELLN411 is not endorsed within any AQF qualification, it does not satisfy these packaging rules.

Therefore, RTOs wanting to deliver TAELLN411 as a stand-alone unit must apply to ASQA to extend their scope of registration.
